TERMS OF REFERENCE
International Competition of Short Films
“In Ciné Veritas Europe”
within the framework of the X festival
“Evenings of Russian Cinema in Bordeaux”

1. GENERAL PROVISIONS

The Directorate of the festival “Evenings of Russian Cinema in Bordeaux” announces the international competition of short films “In Ciné Veritas”.

The concept of the competition is to attract attention of the international community to the cinematographic works of debut filmmakers working in short film format, as well as to promote intercultural exchange and cooperation in the creation and promotion of debut films on the international arena.

The dates of the competition are from May 10, 2021 to May 10, 2022.

The focus of the 2021 competition – “In Ciné Veritas Europe”
In 2021, the competition is held under the title “In Ciné Veritas Europe” and focuses on the audiovisual works of debut authors working in the states of the former USSR and countries of Central and Eastern Europe and the Balkan Peninsula: Albania, Armenia, Belarus, Bulgaria, Croatia, the Czech Republic, Georgia, Greece, Moldova, Montenegro, North Macedonia, Poland, Serbia, Slovakia, Slovenia, Ukraine.

The ICVE Competition is an international project organized by Russia and France. As in previous years, authors from all over the world can submit their works to the competition, the representatives of the partner countries will be included in the selection board and the jury of the competition, they will also provide their venues for holding special events of the competition - master classes, demonstration of winning films.

The competition welcomes films made in co-production.

No age restriction is applied.

Competition-related events are held all year round.
The organizing committee of the competition cooperates with 15 partner states. The partner countries provide their sites to screen the works of the competition winners, to organize special programs and master classes in order to establish intercultural exchange and cooperation between filmmakers from the participating states.

2. TERMS OF PARTICIPATION IN THE COMPETITION

2.1 The organizing committee of the competition considers for participation fiction, documentary, animation films and video clips made in 2019 - 2021.

Permitted timing of motion pictures:
• fiction film - up to 25 minutes;
• documentary film - up to 50 minutes;
• animation film - up to 20 minutes;
• video clips - up to 10 minutes.

2.2. The application form for participation in the competition is to be filled in on the festival website.
Registration fee:
• Early bird until July 10, 2021 - 5 €
• Regular Deadline until August 10, 2021 - 10 €
• Extended deadline (Late Deadline) until September 10, 2021 - 15 €

2.3. To submit an application, authors need

2.3.1. to fill in the form on the Center of festivals website: http://www.en.centerfest.ru/bxcontest/claim.htm

2.3.2. to provide the organizing committee of the competition with access to the film subtitled in English.
Allowed film formats: MOV, AVI, MP4.

The film can be hosted on YouTube, Vimeo or other Internet platforms accessible for the organizing committee of the competition of the Competition until May 10, 2022.

2.4. One author is allowed to submit several works for the consideration.

2.5. In case the work is selected for the competition, the authors must provide
- The film in the following format: mpg4, mov, mkv;
- Subtitles in French, Russian and English (embedded into the copy of the film);
- Teaser trailer and movie stills;
- Materials for the catalog
(synopsis, information about the filmmakers, photographs, including a photograph of the film director).

2.6. Translation of the film and production of subtitles are carried out by the author, cinema school, or film studio at their own expense. The organizing committee of the competition reserves the right not to admit the film to the screening in case of poor-quality translation of subtitles, as well as belated provision of information, materials and a finished copy of the film.

2.7. The finished film copy for festival screening must be submitted in MP4 format with embedded subtitles in Russian, English and French after the translation of the film has been approved by the organizing committee of the competition.

All conditions and terms indicated in the Competition Calendar (Article 3 of the Terms of Reference) are binding, otherwise the organizing committee of the competition and the Directorate of the festival reserves the right to exclude the film from the competition program.

The final decision on the inclusion of the film in the competition program is made by the Directorate of the festival, which reserves the right not to explain the reason for refusal and not to comment on.

2.8. The film authors or their representatives can attend any event organized in the frame of the competition or the festival “Evenings of Russian Cinema in Bordeaux” at their own expense. For its part, the organizing committee of the competition is ready to offer the author some tourist information about the city, information about the festival sites, accreditation of the participants with the opportunity to present their work to large audience, to participate in a Q&A session, and also attend all festival events, including the opening and closing ceremonies.

Upon completion of the competition and the awards distribution in the city of Bordeaux, special events entitled the Festival Echo will take place: film screenings of the “In Ciné Veritas Europe” winners’ works at competition partners’ venues.

Traditionally, the Festival Echo starts in Paris (in the Russian House of Science and Culture – RCSC Rossotrudnichestvo) and in Moscow (in the Documentary Film Center). These venues also host solemn announcement of the winners and prize distribution to authors who were not able to attend the Ceremony in Bordeaux.
The Festival Echo welcomes the award-winning film authors and their guests.
The Festival Echo may also take place online, on the interactive platform of the festival (section Сompetition).

3. THE COMPETITION CALENDAR

May 10 – September 10, 2021Registration of application forms on the website of the festival (section Competition).
October 15 – November 5, 2021Selection of films for the competition program (short-list).
November 10, 2021Publishing of the shortlisted films on the festival website and notification to the Authors.
December 1, 2021Deadline for subtitling the film in French, Russian and English for verification by the organizing committee of the competition (email: cffr@centerfest.ru);
December 4, 2021Delivery of master copies of the film with embedded subtitles in three languages;
December 9 – 11, 2021Cinema of Bordeaux. Screening of films from the short list; Presentation of films by the authors and curators of the competition; Discussion with the jury and audience.
December 11, 2021Bordeaux City Hall Announcement of the winners and the prize distribution to authors at the closing ceremony of the festival “Russian cinema evenings in Bordeaux”.
January 2022Paris and Moscow Russian House of Science and Culture in Paris Documentary Film Center in Moscow Screening of films - winners of the competition during the special event Festival Echo “Evenings of Russian Cinema in Bordeaux”
February – May 2022Screening of the winning films in partner countries.

4. SELECTION BOARD

The selection of films among the submitted applications is carried out by the Selection board, which rates films on a five-point scale (minimum score - 0, maximum - 5 points) according to the following criteria: plot, creativity, technique and emotionality.
Each film is evaluated by at least 4 members of the Selection board.
The works with the highest number of points are included in the short-list of the Competition.

5. THE JURY

5.1. To determine the winners of the Competition, a jury of at least 10 people is formed, including art and cinema workers, public and political figures from France, Russia and the partner countries of the competition.

5.2. The jury conducts an examination of the films, consisting of substantive and technical expert assessments using a scale from 3 to 5 points according to the following criteria:
plot, creativity, technique and emotionality.

5.3. Determination of winners in the main nominations and Grand Prix

The winner in each nomination is the film that received the best rating (the highest average score of all the ratings given).

Each jury member can recommend a film for the Grand Prix.
This recommendation will be taken into account if it is not possible to determine the winner in the Grand Prix category by the final total points.

5.4. Determination of the special diploma recipients
Each jury member can propose a film for the attribution of special diploma.
After preliminary discussion the general voting of the jury will select the final special diploma recipients.

5.5. No information about the work of the jury and its decisions is disclosed before the closing ceremony of the festival “Evenings of Russian Cinema in Bordeaux” in France.

6. PRIZES AND DIPLOMAS OF THE COMPETITION

As a result of the examination and the voting of the jury, the winners are selected in the following categories:

- BEST DOCUMENTARY FILM
- BEST ANIMATION FILM
- BEST VIDEO CLIP
- THE GRAND PRIX

- Best Screenplay
- Best Cameraman
- Best Editing
- Best Musical Score
- Best Performance (Actor / Actress)
- For the Originality
- Special Jury Award (new nomination at the discretion of the jury members)

7. FINAL PROVISIONS

The directorate of the festival reserves the right on selective film screening at other non-commercial events held by the competition organizers in partner countries, as well as on interactive platforms (online screenings in the mode of streaming, in compliance with possible security measures and film author’s rights).
